There are several possible reasons for brakes to lock when reversing. The most usual is that the brakes are improperly adjusted. Another reason could be that the reversing mechanism in the wheel brakes is seized.
To make it work properly, take off the brake drums and check and lubricate all the moving parts. Rusty and worn out springs must be changed. This should be done at least once a year.
